Perhaps you’ve noticed in a sPvP match several players all with very similar names and wondered if that player is multi-boxing? I know that I have as I ran into a very nasty combo of triple Mesmers all being controlled by one character. While other games have ignored these players ArenaNet is not comfortable with the situation and has responded:

Multiboxing is very simmilar to botting and 3rd party programming so according to Anet’s policy it is strictly forbidden. Please, refrain from making use of this and report any player you see making use of this.

This is good from a social perspective. Everyone you see should be a unique player you can interact with.
From a gaming perspective - it baffles me how this is useful for them. No individual control of each character means they will not be as responsive to changing conditions.
But either way - its good they're making it bannable. I remember when this issue first came up in the WoW community, people were reporting it like crazy, and asking Blizzard to ban them - but they instead approved it. Never liked that decision, glad Anet will go the right way on this one.
